وزارة المالية والبنك الدولي يتفقان على خارطة طريق لتقديم الدعم الفني لتحسين واقع المنظومة الضريبية

بتوجيه ومتابعة وزير المالية د. علي عبدالأمير علاوي
وبناءا على الاتفاق بين وزارة المالية العراقية والبنك الدولي ، المتعلق بجانب تحسين عمل منظومة الضرائب في العراق ، ابدى البنك الدولي استعداده لتقديم الدعم اللازم بأتجاه اصلاحات إدارة الضرائب.

حيث سيتم تقديم الدعم لمساعدة العراق على تعزيز فاعلية الهيئة العامة للضرائب ، بمساندة فريق الدعم الممول من قبل مكتب الشؤون الخارجية والكومونويلث في المملكة المتحدة ( 𝗙𝗖𝗗𝗢)، والمتضمن إدخال الممارسات الدولية الجيدة ومساعدة الهيئة على استخدام التكنلوجيا الحديثة .

كما تتمثل خارطة الطريق المتفق عليها ، إجراء تقييم لأداء ادارة الضرائب بأستخدام ادوات معيارية دولية (𝗧𝗔𝗗𝗔𝗧) ، وتقديم التوجيه بشأن قضايا الإدارة الضريبية وفق برنامج اصلاحي يعتمد في عمله على استخدام التكنلوجيا على المدى المتوسط من 3 الى 5 سنوات ، فضلا عن ممارسة دور استشاري وتقني من خلال دعم تصميم عملية مشتريات تقنية .

ويأتي هذا الاتفاق في اطار مساعي وزارة المالية الهادفة الى رفع كفاءة وأداء مؤسساتها كافة ، ضمن سلسلة الإجراءات الإصلاحية للمؤسسات المالية التي تتبناها الوزارة عبر إدخال الإنظمة الحديثة ومواكبة المعايير الدولية الحالية وبأشراف ومساندة خبراء ومتخصصين ومنظمات رائدة بهذا القطاع.

The Ministry of Finance and the World Bank agree on a roadmap to provide technical support to improve the reality of the tax system
And Under the guidance and follow-up of the Minister of Finance, Dr. Ali Abdul Amir Allawi
And based on the agreement between the Iraqi Ministry of Finance and the World Bank, related to improving the work of the tax system in Iraq, the World Bank expressed its readiness to provide the necessary support towards the tax administration reforms.
Where support will be provided to help Iraq to enhance the effectiveness of the General commission for Taxes , with helping the support team funded by the Foreign and Commonwealth Office in the United Kingdom (𝗙𝗖𝗗𝗢), which includes the introduction of good international practices and assisting the authority in using of modern technology.
The agreed roadmap is also represented in conducting an assessment of the performance of the tax administration using international standard tools (𝗧𝗔𝗗𝗔𝗧), and providing guidance on tax administration issues according to a reform program that relies in its work on the use of technology over the medium term from 3 to 5 years, as well as exercising an advisory and technical role by supporting the design of a technical procurement process.
This agreement comes within the framework of the Ministry of Finance’s endeavors aimed at raising the efficiency and performance of all its institutions, as part of a series of reform measures for financial institutions adopted by the Ministry by introducing modern systems and keeping pace with current international standards, under the supervision and support of experts, specialists and leading organizations in this sector.
