مباحثات مع وفد السفارة التركية لتعزيز التبادل التجاري وتنفيذ الاتفاقيات الثنائية
Talks with the Turkish Embassy Delegation to Enhance Trade Exchange and Implement Bilateral Agreements
تنفيذاً لتوجيهات دولة رئيس الوزراء الرامية إلى تطوير العلاقات الاقتصادية وتعزيز التعاون الدولي، عقد مدير عام الهيئة العامة للكمارك الدكتور ثامر قاسم داود اجتماعاً مع وفد السفارة التركية برئاسة الممثل التجاري فاتح جلينيك في بغداد، جرى خلاله بحث آليات تنفيذ الاتفاقيات المشتركة وتيسير حركة التبادل التجاري بين البلدين.
أكد الدكتور ثامر أن الحكومة تولي اهتماماً كبيراً بتسهيل الإجراءات الكمركية وتطوير آليات العمل بما ينسجم مع المعايير الدولية، لاسيما بعد الزيارة الأخيرة للوفد العراقي إلى العاصمة التركية أنقرة وما أثمرت عنه من تفاهمات ثنائية في مجالات التبادل التجاري.
وأشار المدير العام إلى أهمية المباشرة بتفعيل الاتفاق الخاص بتبادل الخبرات في ما يتعلق بنظام (الاسيكودا) واعتماد الأساليب التكنولوجية الحديثة، موضحاً أنه سيتم تنظيم تواصل دوري عبر الدائرة التلفزيونية بواقع اجتماع شهري على الأقل، فضلاً عن اللقاءات المباشرة في بغداد أو أنقرة عند الحاجة لتنفيذ أي من التوجيهات الرسمية.
وبيّن أن الهيئة العامة للكمارك ستزود الجانب التركي بالقوائم الخاصة بالتعرفة الكمركية للسلع والبضائع دعماً لمبدأ الشفافية، مؤكداً أن الهيئة تنشر عبر موقعها الرسمي جميع الأسعار والتحديثات أولاً بأول، كما سيتم اعتماد البيان الكمركي المسبق اعتباراً من (1/12/2025) والسيل الكمركي للبضائع التركية الداخلة عبر المراكز الحدودية للحد من التلاعب والتهرب الكمركي.
كما دعا الدكتور ثامر الشركات التجارية إلى الالتزام بتقديم الهوية الضريبية والاستيرادية الصادرة عن وزارتي التجارة في البلدين، معززة بالرمز الخاص بنظام (الاسيكودا) لإتمام المعاملات التجارية وتسهيل إنجازها.
من جانبه، أعرب الوفد التركي برئاسة فاتح جلينيك عن تقديره للتعاون الكبير الذي تبديه الهيئة العامة للكمارك، مؤكداً أهمية المضي بتنفيذ اتفاق تبادل الخبرات وتعزيز التعاون في مجال النقل التجاري الدولي بما يسهم في دعم اقتصاد البلدين.
In line with the directives of the Prime Minister aimed at developing economic relations and strengthening international cooperation, the Director General of the General Customs Authority, Dr. Thamer Qasim Dawood, held a meeting in Baghdad with the Turkish Embassy delegation headed by Commercial Attaché Fatih Celinik, during which they discussed mechanisms to implement bilateral agreements and facilitate trade exchange between the two countries.
Dr. Thamer stressed that the government attaches great importance to simplifying customs procedures and developing work mechanisms in line with international standards, especially following the recent visit of the Iraqi delegation to Ankara, which resulted in significant bilateral understandings in trade exchange.
He pointed out the importance of activating the agreement on exchanging expertise related to the ASYCUDA system and adopting modern technological methods. He explained that regular communication will be organized through video conferencing at least once a month, in addition to direct meetings in Baghdad or Ankara whenever required to implement official directives.
He added that the General Customs Authority will provide the Turkish side with detailed customs tariff lists for goods and commodities in support of transparency, affirming that the Authority publishes all prices and updates promptly on its official website. He also announced that, starting from December 1, 2025, the pre-arrival customs declaration and customs seal system will be applied to Turkish goods entering through border crossings to curb manipulation and smuggling.
Dr. Thamer also urged trading companies to comply by submitting tax and importation IDs issued by the Ministries of Trade in both countries, supported by their ASYCUDA system code, to complete trade transactions and expedite their processing.
For his part, the Turkish delegation, headed by Fatih Celinik, expressed appreciation for the strong cooperation shown by the General Customs Authority, stressing the importance of moving forward with the agreement on expertise exchange and enhancing cooperation in international trade transport to support the economies of both countries.
