العراق وتركيا يطلقان اللجنة الجمركية المشتركة لتعزيز التعاون التجاري، تبادل البيانات، إدارة المخاطر، وبرامج التدريب بهدف رفع حجم التبادل إلى 30 مليار دولار
في خطوة استراتيجية لتعزيز التعاون الجمركي والتجاري بين العراق وتركيا، اتفق الطرفان على تشكيل اللجنة الجمركية العراقية – التركية المشتركة، تنفيذاً لرؤية الحكومة العراقية لتعزيز الشراكات الاقتصادية الإقليمية وتطوير البنية التحتية للتجارة والنقل، وبما يسهم في رفع حجم التبادل التجاري بين البلدين إلى 30 مليار دولار سنوياً.
وجاء الاتفاق خلال اجتماع رسمي رفيع المستوى عقد في العاصمة التركية أنقرة، ترأسه عن الجانب العراقي مستشار رئيس مجلس الوزراء لشؤون المنافذ الحدودية والجمارك والنقل السيد سامي عبد الحسين راضي، وبمشاركة مدير عام الهيئة العامة للكمارك الدكتور ثامر قاسم داود، وممثل مكتب مركز البيانات الوطني، ومدير كمرك المنطقة الشمالية، فيما حضر عن الجانب التركي وزير التجارة السيد أوزتورك أوران ونائب الوزير السيد سزاي أوتشارماك.
وتركزت المناقشات خلال الاجتماع على تعزيز التعاون الجمركي المتبادل وتسهيل حركة البضائع عبر المنافذ الحدودية، بما في ذلك:
1. تبادل البيانات والمعلومات الجمركية إلكترونياً بما يضمن سرعة المعاملات ودقة المعلومات بين الجانبين.
2. التعاون في مجال إدارة المخاطر الجمركية، والذي يشمل مكافحة التهريب والتجاوزات، لضمان حماية الاقتصاد الوطني وتعزيز الأمن على الحدود.
3. تطوير القدرات البشرية والفنية من خلال برامج تدريب مشتركة وورش عمل متقدمة، بهدف رفع مستوى الخبرات والكفاءات للعاملين في مجال الجمارك وإدارة المنافذ الحدودية.
4. تعزيز البنية التحتية للمنشآت الجمركية والمنافذ الحدودية، لرفع القدرة الاستيعابية وتحسين سرعة وكفاءة حركة البضائع والترانزيت.
وأكد الطرفان أن هذه الخطوة تمثل نقلة نوعية في التعاون الاقتصادي والتجاري، وأنها تندرج ضمن الإطار الاستراتيجي لمشروع طريق التنمية، الذي يهدف إلى تعزيز التجارة العابرة للقارات وتسهيل عمليات الترانزيت بين آسيا وأوروبا.
كما شدد الطرفان على توسيع نطاق الاستثمارات المشتركة، وتشجيع الشركات العراقية والتركية على العمل المشترك في القطاعات الاقتصادية المختلفة، بما يضمن تعزيز النمو الاقتصادي وخلق فرص عمل جديدة.
وأعرب الجانب العراقي عن ثقته بأن اللجنة المشتركة ستسهم في وضع آليات واضحة وشفافة للعمل الجمركي، بما يرفع من مستوى الأداء المؤسسي ويضمن دقة العمليات وكفاءة المنافذ الحدودية، فيما أكد الجانب التركي التزامه بتطوير التعاون مع العراق في مجالات التجارة والاقتصاد والإدارة الجمركية.
ويأتي هذا التعاون في وقت يشهد فيه العراق جهوداً متواصلة لتعزيز دوره كمركز تجاري إقليمي، ويعكس حرص
دولة رئيس الوزراء والحكومة العراقية على تفعيل الشراكات الاستراتيجية مع الدول المجاورة، وتطوير آليات العمل الجمركي بما يخدم مصالح الاقتصاد الوطني ويعزز دور العراق على خارطة التجارة العالمية.

Iraq and Türkiye Launch Joint Customs Committee to Enhance Trade Cooperation, Data Exchange, Risk Management, and Training Programs, Targeting USD 30 Billion in Annual Trade .
In a strategic move to strengthen customs and trade cooperation, Iraq and Türkiye have agreed to establish the Iraq–Türkiye Joint Customs Committee, implementing the Iraqi government’s vision to enhance regional economic partnerships, develop trade and transport infrastructure, and increase bilateral trade volume to USD 30 billion annually.
The agreement was reached during a high-level official meeting in Ankara, chaired on the Iraqi side by Mr. Sami Abdul-Hussein Radi, Advisor to the Prime Minister for Border Crossings, Customs, and Transport Affairs, with the participation of Dr. Thamer Qasim Dawood, Director General of the General Authority of Customs, a Representative from the National Data Center Office, and the Director of the Northern Region. The Turkish side was represented by Minister of Trade Mr. Öztürk Oran and Deputy Minister Mr. Sezai Üçarmak.
Discussions focused on enhancing bilateral customs cooperation and facilitating the movement of goods at border crossings, including:
1. Electronic exchange of customs data and information, ensuring faster transactions and accurate reporting.
2. Cooperation in customs risk management, including anti-smuggling and enforcement measures to protect the national economy and border security.
3. Development of human and technical capacities through joint training programs and advanced workshops, aiming to enhance expertise and competencies of customs personnel and border management staff.
4. Improvement of customs facilities and border infrastructure to increase throughput and efficiency of goods and transit operations.
Both sides emphasized that this initiative represents a significant milestone in economic and trade cooperation within the framework of the Development Road Project, which aims to enhance transcontinental trade and facilitate transit between Asia and Europe.
The parties also highlighted the importance of expanding joint investments and encouraging Iraqi and Turkish companies to engage in collaborative projects, contributing to economic growth and job creation.
The Iraqi side expressed confidence that the joint committee will establish clear and transparent operational mechanisms, enhancing institutional performance, operational accuracy, and efficiency at border crossings, while the Turkish side reaffirmed its commitment to strengthening cooperation with Iraq in trade, economy, and customs management.
This cooperation comes at a time when Iraq is making continuous efforts to consolidate its position as a regional trade hub, reflecting the government’s commitment to strategic partnerships with neighboring countries and developing customs mechanisms that serve national economic interests and strengthen Iraq’s role in global trade.
